feat: integration with Google SQL #150

Google SQL is an hosted SQL service which contains postgreSQL. It supports many extensions like pgvector: https://cloud.google.com/sql/docs/postgres/extensions#postgresql-extensions-supported-by-cloud-sql https://cloud.google.com/sql/docs/postgres/extensions#data-type-extensions

Requirements for your organization: Your organization must be enrolled in the Partner Advantage portal. After your organization enrolls in Partner Advantage portal, you can start integrating your products with Cloud Marketplace. Your organization must be incorporated in one of the supported regions. Your organization must have at least US$1,000,000 in annual revenue. Your organization must have a Cloud Marketplace vendor account and payment profile in good standing.
