Updating the tf version from 2.12 to 2.x for the TensorFlow-ZenDNN Plug-in Build.

I hope you are doing well.

This PR aims to update the TensorFlow version text because the TensorFlow-ZenDNN Plugin is no longer restricted to TF v2.12 only.
