Upgrade tensorflow version to 1.9 #20

Push more commits to make tensorflow lattice working with tensorflow v1.9.

We had to do the branch change coming from internal code, so this pull request cannot be submitted. The branch is changed to 1.9 with the latest release of TFL 0.9.7.

:+1: @mmilanifard TFL 0.9.7 contains awesome features such as TFLite support. I'm really excited about these new features and I'll try it out soon :).
