Fix minor typographical issues in README #2

[Port of tensorflow/tensorboard#263.]

Summary:

Fixed straight-to-smart quotes (‘like’ “this”)
Replaced double-hyphens with em dashes—like this
Added some code formatting where appropriate
Replaced useless link text (for a11y)
Replaced tf.FileWriter with tf.summary.FileWriter
Standardized **Note:** formatting

This includes no changes to code.

I highly recommend examining this diff with git show --word-diff.
