Updated several targets within the WORKSPACE to enable the greeter plugin to build.

Updated the mirrors of io_bazel_rules_closure and io_bazel_rules_webtesting to address issue tensorflow/tensorboard#929.

TensorBoard now builds,

but we need to make some frontend changes to make the greeter dashboard work (and to fix a console error). This PR focuses on fixing
WORKSPACE.
