Can't login the ULR of tensorboard #6938

Issue Description

When running TensorBoard, the link sometimes connects and sometimes doesn't. This issue occurs at different times.

Error Messages

localhost connection denied

Environment Information

Operating System: Windows 11,
TensorBoard Version: e.g., 2.18.0

I'm going to need a lot more information in order to help you out here. 1) Are you running the project locally? 2) What's the command you're running? 3) What's the output of the command? 4) Where are you presented with this error message? Is it printed to the console? Or are you seeing it in your web browser?
