Update tensorflow_hub dependency. #1218

Update tensorflow_hub dependency.

The previous release has a LICENSE issues with rules_license v0.0.4, which the latest tensorflow now uses. This has been fixed upstream in tensorflow_hub, but is not yet in a release - so we depend on a specific git commit that includes the change.
