Installed stable_baselines3, sb3_contrib, ray==1.10.0, tensorflow==2.8.0, torch==1.10.2 to default tensortrade package, working in Docker and TravisCI tests
Fixed deprecation warning in setup.cfg
requirements.txt and example/requirements.txt are now handled inside setup.py to mitigate transcription errors
Fixed examples/use_attentionnet_rllib.ipynb to tune/train/validate on different datasets
New example with stable_baselines3
