Add perceiverio model and Update diffusers package

• Add perceiverio fourier and learned image classification model on wh_b0 and gs
• Update the diffusers package from 0.14.0 to 0.27.2

Since it's updating the diffusers package that was originally placed there for the Stable Diffusion demo, could you just run that model demo to confirm it still works with the upgraded package?
