Create get_system_info script for users to generate system reports #1257

This still needs to be done.

We can likely ask for requests for data in tt_smi and have a serialized format for specifying allowable ranges for sys info in case a user wants to verify HW / setup.

We can get this info by offloading feature requests to syseng.

Namely, more system stats and a serialized output (JSON, yaml etc)

Luwen changes are coming to tt-smi so we can get more info via tt-smi. We will also have an open source way of adding features / data tott-smi`.

Are you referring to tt-smi -s @tt-rkim ?

No this is more host information. But it can also include a blob from tt-smi
