watcher could flag illegal transactions based on transaction type to specific core types #7453

I sent an atomic transaction to core 0,0. This was legal on GS when it should be an error. On WH this went to a DRAM core which can't accept atomics. Fixes include:

0,0 should be flagged as illegal on GS. there are other "padding" cores, these should all be illegal (sync w/ Ivan)
atomics to dram/pcie should be an error
inline transactions to pcie are illegal
