This hasn't been further debugged. I have worked around it by skipping over loading FW on eth cores/running tests targeting eth cores.

There are other machines where targeting eth cores works but I am working on one machine with KMD updated to support IOMMU. (KMD version: 1.28-bh1-iommu)

I need this KMD version to test FD
