remove umd copies of firmware header files #122

Copy of the issue from old open-umd repo - https://yyz-gitlab.local.tenstorrent.com/tenstorrent/open-umd/-/issues/10

UMD is has copies of noc header files. Instead, umd should require an include path that the clients (metal) specify to get to their copies of those files
