Dark Mode #93

We want to support a dark mode in the app. Why? Because it's cool, and people like it.

We have one for the website already, so the goal of this is to flesh out a design that harmonizes with the dark mode for our website.

### Definition of Done
- [x] Agree on per-component theming for light and dark modes.
- [ ] Implement dark mode in the app.

Following discussion with the team I'm closing this on the roadmap level for now. We're implementing dark mode piece by piece currently whenever we touch a component, so it's not something that we can track on a timeline, really.
