Initial implementation of BCFier plugin for XbimXplorer. #31

Hello Matteo, I've just extended your solution to produce a plugin for the XbimXplorer IFC viewer. Have a look at our project on XbimTeam. It supports IFC 2x3 and 4 and has a number of interesting features. Xplorer is the WindowsUI frontend and I'm currently tidying it up to release version 4.1 early in the new year; part of the upcoming update is going to be a solid manamgent of plugins, and I wanted to offer BCFier as an option. I'm going to improve the installation UI so that the license needs to be accepted before download soon. Best, Claudio
