Error When joining server #10

I set up a server on tes3mp 7.0 to be played on android with my brother but whenever we go to join it says "Connection Failed. Either the IP address is wrong or a firewall on either system is blocking UDP packets on the port you have chosen." I'm not sure how to fix this as I've received the same error when joining other people's servers as well.
