Hide links for admin from the basic user #152

Following pages should be hidden for the non-admin user:

Interpreter
Notebook Repos
Credential
Configuration

Currently they are always visible in the drop-down menu even if the user wouldn't have the access permit. By hiding these links minimizes the confusing UX.

Reopened the issue since the implementation didn't work on tg2

Currently cannot be solved by front-end-only.
