Investigate if such a message has already implemented on UI and server. Some user groups may have disabled rights to restart the interpreter but how the UI handles those users is a mystery.
The expected behavior would be:
If a user don't have the right to restart the interpreter, such a button shouldn't be visible on UI or it should be disabled
If a user, who don't have the right to restart the interpreter, somehow managed to click the button, there should be an alert or similar telling that they can't do that.
