Prepare for release

Preparing CFE-31 for release.

Issues to fix:

• [x] Move files from resources to somewhere else
• [x] Change some of the configuration.properties values to CLI arguments
• [x] Remove unused dependancy
• [x] Install CFE-31 in test env
• [x] Confirm connection to CFE-18

3 of the configuration values were moved to CLI arguments, alongside with a token for sending API requests
