Remove local caching of FileCaptureMeta in favor of database #55

Description

This issue was raised in the internal review for #52.

Currently CFE_31 checks all found FileCaptureMetas, and tries to not send duplicates, or creates a new name for duplicate data.

[ ] Remove local caching
[ ] Use try-catch for sending new FileCaptureMetas
[ ] Log failed requests to file
