Description Captures require multitudes of requests to form configuration files. These should be implemented into independent objects that know what to do with different data bits.

Objects have been created apart storage insertion to config file. Configuration file is "complete" in that sense but still requires architect review on how to handle CFE-18 responses and if they are need to be changed to fit CFE-41 expected outcome.
