Update File Assets Api #3576

This PR makes the following changes:

Updates @terascope/file-asset-apis from v0.12.0 to v0.12.1
- This fixes a TLS bug referenced here: https://github.com/terascope/file-assets/issues/960
Bumps terafoundation from v0.58.0 to v0.58.1
Bumps teraslice from v1.1.0 to v1.1.1

Can you update the PR comment above to indicate what upgrading file-assets-api from v0.12.0 to v0.12.1 achieves? I'd just extend that bullet point to indicate it fixes the TLS bug and give this link https://github.com/terascope/file-assets/issues/960
