[all] Update dependency range specificity #3824

This PR makes the following changes:

Update all dependency versions to use patch level specificity(~) instead of minor level(^)
Remove unused dependencies:
- terafoundation:
- @types/mongoose
- @types/redis
- teraslice-cli:
- events
- yo

TODO:

waiting on PR to modify ts-scripts sync command #3825

After adjusting the sync command in a different PR, it was required to change ^ to ~ on all @terascope dependencies, so I decided to merge this branch into that one. Closing.
