Currently an observation must be complete (and valid) to be saved. We want to change that so you can save an incomplete observation and come back to finish it later.
The user case for this is for users with external cameras or GPS units. They still want to record as much as they can in the app but they need to wait until the get home from the field before adding the remaining data.
