Cannot find DB record ID from inatId

Not related to old data as we're seeing it on brand new observations, like https://dev.inat.techotom.com/observations/3337.

In commits 959de22d45f71accf84cd713915547d5dcee7463 and fc95a710497b7d1675f790b181438cb29f7beb6d I added more tracking of when this happens. The problem is that we're trying to resolve an iNat ID to the DB record ID and there is an item in the localQueueSummary but it's missing the inatId field. I'm not sure why.
