Add upload of public image on docker hub #19

For a user friendly usage of fcd (should be also considered for any other public repo), we can have really granular images in our private aws repo, but also propose public images on docker hub so people can docker pull terra/fcd which is way more user friendly to remember and use than docker pull 616478479272.dkr.ecr.ap-northeast-2.amazonaws.com/fcd. Also docker hub has a cdn.
