Add a Vagrantfile to build a VM with Docker, Docker Composer and Terra installed.

I'm all for this, but lets do a few more things:

[ ] Install terra, composer, and docker for the vagrant user.
[ ] Set the hostname to "terra" and recommend usage of plugin vagrant-hostsupdater
[ ] Allow for the optional installation from the /vagrant folder so updates to the codebase on the host are reflected in the VM.
