Github CI actions for Valgrind

The actions contain:

• Installing the necessary dependencies
• Building cnc
• Running a script to set up a database inside a Docker container
• Run valgrind

Isn't the test.ini file copied when i use actions/checkout@v4?

It doesn't matter. When you're going to use GH Action services for postgres you'll need different origin & target configuration.
