Description

Update CI/CD to use stable release v0.13 of terraform-docs to avoid breaking CI/CD checks based on changes recently made to how terraform-docs distributes releases
Add a discoverable Apache2.0 license that GitHub will recognize

Motivation and Context

Yesterdays update to terraform-docs has yet again broken the CI/CD checks because we are trying to query the latest releases rather than a specific release artifact from downloads section
