feat: Exposes the desync_mitigation_mode configuration for the ALB

Description

Exposes the desync_mitigation_mode configuration for the ALB to be able to set it as strict as this might be needed for compliance reasons. In order to do that I had to bump the module to 6.7.0 which is the first version of the ALB module that exposes this configuration.

Motivation and Context

This change is required to set the desync mitigation mode to strict instead of the default defensive, as this might be needed for compliance reasons.
