feat: Add support for CloudWatch log group KMS key #31

Description

adds the variable log_kms_key_id to specify the KMS key for the CloudWatch log group

Motivation and Context

provides the opportunity to fulfill the security recommendation from tfsec https://aquasecurity.github.io/tfsec/v1.28.1/checks/aws/cloudwatch/log-group-customer-key/
