Description

Set Python 3.8 as default runtime
Bump Datadog forwarder to 3.73.0

Motivation and Context

Since Datadog forwarder 3.49.0 Python 3.8 is supported and required.

Should fix: https://github.com/terraform-aws-modules/terraform-aws-datadog-forwarders/issues/32
