feat: Add support for `force_delete` attribute

Description

• Add support for force_delete attribute

Motivation and Context

• Recently added https://github.com/hashicorp/terraform-provider-aws/pull/9913 and default configuration has changed the default behavior. Previously it was hardcoded to force delete, but now its an attribute that defaults to not force deleting which can result in issues. Here we will follow the default provided by the provider for consistency
