Add Python zip archive that is agnostic of a specific Python runtime version
Motivation and Context
The zip contents of https://github.com/terraform-aws-modules/terraform-aws-lambda/tree/master/examples/fixtures/python3.8-zip are not specific to any Python runtime version, but the file path alludes to a runtime version dependency. Since this fixture may be in used across various other locations, this PR just adds a copy of the zip archive but without any runtime specific identifier, avoiding any ties to a runtime that will inevitably reach an end of life
