Description

Removed github workflows config
Removed .pre-commit.yaml
Changed codeowners file to be DevOps team
Changed Readme.md to be tf-docs conformant
Added renovate.json
Added terraformModule() Jenkinsfile

Motivation and Context

This change adds best practises (CI/renovate/codeowners) and standardises repo formatting

How Has This Been Tested?

CI via jenkinsfile Renovate hasn't been tested CodeOwners i guess will be applied when merged
