Introduce aws_ec2_subnet_cidr_reservation in the module #1069

Describe the solution you'd like.

I would like to be able to create subnet CIDR reservations during VPC creation with the module

Describe alternatives you've considered.

Potentially using the resource on top of the module - however it seems cleaner to have it in ( IMO )

Additional context

I am more than happy to start a PR on this one if we would consider this valueable
