Only Provision Two NAT Gateways for HA #959

I'd like to reiterate this stale issue https://github.com/terraform-aws-modules/terraform-aws-vpc/issues/921 In our use case, we'd like to continue using 6 AZs for better spot instance capacity planning but would also like 2 NAT gateways for high availability.
