Ability to add Secondary Allocation Id for NGWs #992

Is this functionality available in the AWS provider for Terraform? See CHANGELOG.md, too.

Describe the solution you'd like.

The Terraform Provider for AWS recently just added the ability to specify additonal Allocation Ids for NGWs. It would be nice to have this feature added to this VPC Module.
