make management policy optional #48

we're managing access by attaching policies directly to roles so the aws_elasticsearch_domain_policy isn't needed

This repository and https://github.com/terraform-community-modules org, in general, are pretty much stale. I don't have enough time and incentives to manage these repositories on the proper level as I'm doing with https://github.com/terraform-aws-modules

Btw, what's is the main difference? Why don't we move this repository to the other organization?

The main reason is that the amount of work is already much higher than the amount of people&time we have available. This is good and bad at the same time. :)

terraform-aws-modules has certain standards and expectations established during several years, and I don't want to sacrifice it.
