Import an environment using the environment name and the project id #4

Right now, we allow doing it through environment id. But that id is not available anywhere to see in the railway app. Therefore, we need to improve the end-user experience here.

Same issue when using the environment in the following imports:

  1. resource_variable
  2. resource_shared_variable
