Move stack_definition.json into folders in the repo #6

There will be multiple flavors of the stack (quickstart, basic and standard) all maintained in the same repo. It means we need to move the stack_definition.json into folders in the repo. To be able to do this, we may need to update some automation:

the test wrapper
the stack updater automation (internal issues exists for above items)

test wrapper was updated, so unblocked here. Updated my PR https://github.com/terraform-ibm-modules/dev-rag/issues/6
