In https://github.com/terraform-ibm-modules/terraform-ibm-cos/releases/tag/v8.6.0 its no longer required to pass an Activity Tracker CRN to enable activity tracking on a bucket. The stack should be updated accordingly and we should remove the issue from the known issues doc that mentions this limitation
