fix: update the private api-reset endpoints

Description

When we have the ibmcloud IPs added to the security group, the private endpoint to reset the key is different. While, if we have a VPE created, the endpoint is different.

@Aashiq-J 3 times in a row it failed with that known trivy issue. We added a potential workaround in https://github.com/terraform-ibm-modules/common-dev-assets/pull/1012 - can you update this PR to the latest common-dev-assets to see if it passes?
