Bump IBM provider version to support CBR 1.20.0

Description

CBR module 1.20.0 requires IBM provider 1.62.0. This is used in the root module, meaning the minimum IBM provider is now 1.62.0

Release notes content

No release is required, this will allow future renovate upgrades to CBR 1.20.0. A patch release would allow the release notes to reflect a new minimum provider level if desired.
