Order related inputs together #385

Description

This would help in term of understanding how some inputs relate to other.

Ordering can be controlled through ibm_catalog.json

Will work on reducing inputs first https://github.com/terraform-ibm-modules/terraform-ibm-devsecops-alm/issues/387 Will simplify this.

Will be addressing this in an upcoming release, reducing the number of optional properties, grouping related variables and improving descriptions.
