feat: issue 211, upgrade extension flavour

Description

The extension flavour was modified to use the PowerVS full-stack solution as pre-requisite infrastructure. This enables more than one PowerVS Workspaces to use same VPC landing zone. VSI on VPC landing zone has been removed.
