feat: Add wait till - Githubissues

Description

Using new wait_till option of the VPC cluster Data Source from IKS provider to support the usage of this DA when clusters are created in a different flow.

This will fix https://github.com/terraform-ibm-modules/terraform-ibm-scc-da/issues/132
