feat: add access tags to scc resource instance and expose in examples + test

Description

adds the ability to apply access tags to the SCC resource instance and exposes that to the example, also added access tags from permanent resources to the basic example to test the functionality moving forward

Add the ability to use access tags on the SCC instance

Run the pipeline

Run the CI pipeline when the PR is ready for review and you expect tests to pass. Add a comment to the PR with the following text:

For mergers

Use a conventional commit message to set the release level. Follow the guidelines.
