feat: Add `routeros_capsman_interface` resource to manage CAPsMAN interfaces #406

This PR adds a resource to manage CAPsMAN interfaces.

Also, in order to make it consistent with the routeros_wifi_configuration, it marks inline configuration properties with AlwaysPresentNotUserProvided in routeros_capsman_configuration.
