"Manage Accounts" label misleading for RM and RC #905

User stories

As a RM or RC I can't manage user's account => When I go to setting the button in the "User Accounts" section is labelled "Manage Accounts" which is misleading.

Relabel this button "View Accounts" for the RMs and RCs
